Summary:
The Birmingham Jefferson County Transit Authority d.b.a. MAX is seeking qualified candidates for the position of Chief Capital Improvement and Programs Officer. This position ensures the appropriate level of engagement between BJCTA, key stakeholders, regulatory agencies, legislative bodies and city and county agencies through the life cycle of Capital Projects. The Chief Capital Improvement Programs Officer will handle oversight of Capital Governance, direct the preparation of the Capital Budget and provide oversight on design and construction contracts and consultants.
Essential Duties & Responsibilities:
Duties and responsibilities include, but are not limited to:
Direct the establishment of goals, major priorities and advise on the development of strategies and resolutions regarding major capital project investments.
Direct the implementation of Transit project goals and objectives, policies, work standards and controls for Professional Staff and Consultants.
Evaluate project performance against goals and take necessary action to address deviations.
Provide overall direction and control of BJCTA's technical management team and the BJCTA'sDesign Construction, Engineering and Design Contractors.
As requested by the Executive Director/ CEO represent BJCTA before local, regional, state and federal government agencies, boards, commissions and conferences.
Approve cost estimates, staffing plans and schedules to establish and maintain effective business and working relationships with engineering, construction and supplier community.
Develops, implements and provides annual updates to Strategic Capital Improvement Plan.
Direct and oversee the preparation and annual updates of the Strategic Asset Management Plan (SAMP).
Directs the establishment of strategic plans for review and analysis. Makes recommendations for service improvements and business unit performance.
Develops and oversees the Annual Capital Budget and works with Chief Financial Officer toprovide impacts to the operating budget.
Advises and informs the Executive Director/ CEO on Capital needs and priorities andcommunicates local, regional and national issues that influence Capital Outlays.
Manage the development, refining and articulation of capital projects, including project planning, project developing, funding alternatives and project execution.
Regularly report to the Chief Executive Officer and Board on Program status including managing the program budget, schedule and the development/ implementation of any recommended appropriate actions to mitigate any issues or concerns that may arise regarding program implementation.

Certificates, Licenses, Registration:
Valid Alabama drivers' license and applicable certificates, licenses or registrations.
Education / Experience:
Ideal Candidate should possess a Master's Degree from an Accredited four-year college in a technical discipline, such as Business Administration, Public Administration or Planning. A minimum 10 years demonstrated experience in budgeting and cost management for government agencies with specific experience in capital programs in a transit agency. The candidate should demonstrate a thorough understanding of the technical complexities of major infrastructure projects. A demonstrated ability to cohesive multi-disciplinary teams and manage multiple demanding projects with aggressive timelines and budgets is essential. The candidate should have knowledge of Federal Grants, Capital Investment Grants and Formula Grants for Federal, State, local and private grant initiatives for generally funding capital improvement efforts.

Language Skills:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information one-on-one and small group situations to customers, clients, and other employees of the organization.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, ability to compute rates as well as percents along with the ability to draw and interpret bar graphs from data with or without a calculator.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
