Paratransit Bus Operator

Provides safe and reliable transportation services for passengers requiring specialized transit assistance.

Job Description
The Bus Operator/Paratransit provides passengers with safe and efficient operational service. Under close supervision, operates commercial public transit buses/coaches in the MAX service area. Work is monitored and reviewed through observation and through passenger response. Positions in this job classification are considered safety sensitive and are subject to drug testing, including random drug screens, in accordance with Federal Transit Administration (FTA) Drug and Alcohol regulations.  
 
Essential Duties & Responsibilities
  • Memorizes routes, transfer points, and fare structures for all lines assigned.
  • Performs a complete pre-trip/post-trip inspection of bus.
  • Performs safety checks of equipment.
  • Refers to and implements route maps, time schedules, and instructions for pull- outs, line service, pull-ins, and off route trips.
  • Provides schedule, route, and fare information to passengers seeking assistance.
  • Operates wheelchair lift and assist handicapped in boarding, riding and alighting in a safe manner.
  • Reports hazardous or dangerous conditions along bus route and at passenger loading zones, including such hazards as unusual traffic, road conditions, obstructions, construction, and potential criminal activity.
  • Writes reports and completes forms, inducing, but not limited to accident, incident, motor coach discrepancy reports, run sheets, and passenger counts.
  • Adheres to safety rules, regulations, policies, and procedures to ensure the wellbeing of MAX customers, employees, and business partners.
  • Maintains, supports, and promotes a safe work environment while complying with all MAX safety rules, polices, and procedures.
  • May be required to mentor new coach operators about bus routes and operating procedures.
  • Provides assistance in controlling accident or incident scenes.
  • Provides vacation and temporary relief, as required.
  • Complies with Federal ADA regulations to include calling out stops and securing mobility devices.
  • Attends employee meetings; including safety, training, retraining, etc., as required.
  • Inspects bus for lost articles.
  • Removes trash, left items and prepares bus for pull-out.
  • Contacts Dispatcher with all concerns.
  • Maintains regular and predictable attendance.
  • Completes assigned tasks in a safe manner and in a constant state of alertness.
  • Must read chemical labels and follow safe handling procedures.
  • Must understand and follow all safety rules.
  • Must be able to work in a cooperative manner with co-workers and supervisors.
  • Performs other related duties similar in nature and level as assigned.
  • Must attend mandatory meetings, as required.
 
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Must pass pre-employment physical, including DOT medical card and DOT Drug Screen.
  • No more than one (1) moving violations within the last 12 months and no convictions of driving under the influence of any prohibited substance.

Certificates, Licenses, Registration
Must have a valid Alabama Commercial Driver License (CDL) Class A or B with a passenger and airbrake endorsement. Must have new Alabama learner’s permit if have only taken the written CDL test. Good driving record with no more than one (1) moving violation within the last twelve (12) months and have no felony convictions on criminal record.

Education/Experience
High school diploma or equivalent with at least two (2) years of experience driving a commercial vehicle or five (5) years driving a non-commercial vehicle with restrictions.
 
Knowledge
  • Ability to read a map.
  • Must be at least 21 years of age and have at least six-month fulltime public contact or customer service experience.
  • Knowledge of State and local traffic laws, ordinances, and regulations involved in the operation of vehicles, vehicle safety rules and regulations.

Physical Demands
The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, use hands and fingers, handle or reach with hands and arms, talk, and hear. Position requires ability to lift, push, pull, assist and secure wheelchair passengers and a minimum of 50 lbs.

Micro Transit Dispatcher

Ensures safe and efficient operation of on-demand transit services while supervising operators to maintain high-quality passenger service.

Job Description
The Dispatcher for Micro Transit plays a critical role in ensuring the safe and efficient operation of on-demand transit vehicles, while also overseeing the performance of Micro Transit Operators to guarantee exceptional passenger experiences. Positions in this job classification are considered safety sensitive and are subject to drug testing, including random drug screens, in accordance with the Federal Transit Administration (FTA) Drug and Alcohol regulations. 
 
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Monitoring Operations: Keep track of real-time vehicle locations, schedules, and passenger demand to ensure efficient deployment of transit vehicles.
  • Dispatching Vehicles: Assigning vehicles and drivers to routes and trips based on demand, availability, and operational needs.
  • Communication: Serve as the primary point of contact for drivers, passengers, and management, providing information, instructions, and support as needed
  • Problem Solving: Addressing issues and disruptions in service promptly, such as vehicle breakdowns, traffic delays, or passenger concerns.

Experience: At least five (5) years’ experience of driving a non-commercial/ commercial vehicle with restrictions. Prior supervisory experience in a similar capacity is preferred. Proficiency in customer service principles and effective communication. Thorough understanding of vehicle maintenance basics. Current and valid driver’s license, including DOT medical card. No more than one (1) moving violation within last 36 months. 
 
QUALIFICATIONS

Paratransit Dispatcher Supervisor

Supervises bus operators and ensures efficient daily operations of our paratransit system.

Job Description
The Facilities Maintenance Supervisor oversees daily maintenance operations across the organization’s facilities. This role involves managing a team of maintenance technicians and custodial staff, ensuring that all equipment and systems function optimally while maintaining a safe, clean work environment. Reporting directly to the Facilities Manager, the Supervisor ensures maintenance strategies are effectively implemented, safety regulations are met, and work orders are completed on time.
 
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Plan, schedule, and assign preventive maintenance and repair tasks for building systems, including electrical, HVAC, and plumbing.
  • Assist in planning and executing facility improvement projects, renovations, and upgrades.
  • Conduct regular facility inspections to identify and address repair and maintenance needs.
  • Prioritize emergency repairs and ensure prompt response to work orders.
  • Respond quickly to facility-related emergencies, managing timely issue resolution.
  • Coordinate routine inspections and preventive maintenance schedules of equipment to reduce downtime and extend equipment life.
  • Collaborate with the Facilities Manager to develop and manage the maintenance budget.
  • Maintain accurate records of maintenance activities, inspections, and repairs.
  • Assist the Facilities Manager in planning capital projects and renovations.
  • Support the Facilities Manager in preparing and managing the budget, tracking expenses, and identifying cost-saving opportunities.
  • Provide technical expertise and support to the maintenance team for complex issues.
  • Prepare and submit detailed maintenance reports to the Facilities Manager.
  • Ensure facilities are maintained to a high standard of cleanliness and functionality to enhance the customer experience.
  • Ensure compliance with local, state, and federal regulations, including OSHA standards and ADA requirements.
 
SUPERVISORY RESPONSIBILITIES
  • Supervise and lead a team of maintenance technicians, custodians, and contractors to ensure smooth operations.
  • Assign tasks, monitor staff performance, and provide training and development opportunities to enhance skills and productivity.
  • Manage inventory of tools, parts, and equipment necessary for maintenance tasks.
  • Ensure adherence to safety protocols and operational procedures across the team.

EDUCATION

Experience: Minimum of 3-5 years of experience in facilities management or a related field, with at least 2 years in a supervisory role.

Facilities Maintenance Supervisor

Oversees daily maintenance operations across all BJCTA facilities.

Job Description
This position directly supervises a team of bus operators in the performance of their daily duties to maintain an efficient and reliable transit system. Monitors bus service and investigates and analyzes situations which impact or may impact bus service. Make some independent operations decisions and communicates with radio dispatcher and/or management persons on more complex issues. Interacts with management, bus operators, other employees, passengers and the public to coordinate problem resolution, provide information, carry out assignments and maintain high quality and timely transit service.
 
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Supervises a team of 14 to 16 bus operator’s performance and behavior: monitors passenger interaction skills, and coaches’ operators in use of time.
  • Checks and instructs periodically on proper revenue, transfers, and fare box data collections, and recommends training or retraining, as appropriate to ensure compliance with safety policies.
  • Responds to the constant changing needs of the BJCTA in relation to coverage of operations, sometimes on minimal notice.
  • Investigates accidents, incidents, disputes, and disturbances as assigned, in accordance with policy, and in conjunction with involved parties.
  • Participates in emergency preparedness planning and coordination.
  • Conducts time point and passenger load checks to ensure schedule and route efficiency.
  • Reschedules buses due to disruptions in service, in conjunction with dispatch and as appropriate.
  • Coordinates routing and scheduling of personnel for special events.
  • Audits service, routes and road conditions and recommends alternate routes to dispatch or suggests service improvements.
  • Recommends adjustments to running time or additions/deletions to schedules and routes to ensure quality service.
  • Write reports regarding service disruptions, security incidents and operator performance/behavior in accordance with policies and procedures. May assist operators in filing reports.
  • Monitors and records service delays and service loss.
  • Tracks and coordinates temporary route detours with police, city, state and county agencies.
  • Assists in the processing and follow-up of customer service complaints and requests.
  • Assesses ability of operators to continue in service when investigating accidents, incidents, and potential substance abuse problems.
  • Evaluates the security of an accident scene and determines if the Safety Department needs to be called out.
  • Coordinates with police agencies regarding assaults, disturbances, and undercover operations.
  • Organizes and prioritizes activities ensuring details are accurate.
  • Monitors buses for general appearance, safety compliance and maintenance condition.
  • Assists in interviews and screening new hires as operators.
  • Assists in coordinating the BJCTA’s response to emergencies, severe weather conditions, evacuations, etc.

Bus Operator - Fixed Route

Operates public transit buses safely and provides courteous, on-time service. This safety-sensitive position requires compliance with Federal Transit Administration drug and alcohol testing regulations.

Job Description
A Bus Operator/Fixed Route is responsible for providing safe, courteous, and on- time transportation to the general public. Under close supervision, operates commercial public transit buses/coaches in the MAX service area. Positions in this job classification are considered safety sensitive and are subject to drug testing, including random drug screens, in accordance with Federal Transit Administration (FTA) Drug and Alcohol regulations.
 
ESSENTIAL DUTIES & RESPONSIBILITIES
 
  • Memorizes routes, transfer points, and fare structures for all lines assigned.
  • Performs a complete pre-trip/post-trip inspection of bus.
  • Performs safety checks of equipment.
  • Maintains regular and predictable attendance.
  • Ability to complete an assigned task in a safe manner and in a constant state of alertness.
  • Must read chemical labels and follow safe handling procedures.

  • Refers to and implements route maps, time schedules, and instructions for pull¬ outs, line service, pull-ins, and off route trips.
  • Provides schedule, route, and fare information to passengers seeking assistance.
  • Operates wheelchair lifts and assists handicapped in boarding, riding and alighting in a safe manner.
  • Reports hazardous or dangerous conditions along bus route and at passenger loading zones, including such hazards as unusual traffic, road conditions, obstructions, construction, and potential criminal activity.
  • Writes reports and completes forms, including, but not limited to accident, incident, and motor coach discrepancies, run sheets, and passenger counts.
  • Adheres to safety rules, regulations, policies, and procedures to ensure the wellbeing of MAX customers, employees, and business partners.
  • Responsible for maintaining, supporting and promoting a safe work environment while complying with all MAX safety rules, polices, and procedures.
  • May be required to mentor new coach operators about bus routes and operating procedures.
  • Provides assistance in controlling accident or incident scenes.
  • Provides vacation and temporary relief, as required.
  • Comply with Federal ADA regulations to include calling out stops, securing mobility devices.
  • Attend employee meetings; including safety, training, retraining, etc., as required.
  • Inspects bus for lost articles.
  • Removes refuse and prepares bus for pull-out.
  • Contacts Dispatcher with all problems.
  • Performs other related duties similar in nature and level as assigned.
  • Must attend mandatory meetings, as required.

CERTIFICATES, LICENSES, REGISTRATION
 
Must have a valid Alabama Commercial Driver’s License (CDL) Class A or B and with a passenger and airbrake endorsement. Must have new Alabama learner’s permit if have only taken the written CDL test. Good driving record with no more than one moving violations in the last thirty-six months and have no felony convictions on criminal record.
 
EDUCATION / EXPERIENCE
 
High school or equivalent with at least two (2) years driving a commercial vehicle or five years’ experience driving a non-commercial vehicle with restrictions.

Maintenance Bus Technicians

Maintains and repairs all BJCTA vehicles, including gas, diesel, electric, and compressed natural gas buses and equipment.

Job Description
Maintain, repair and/or rebuild all gas, diesel, Electric, Compressed Natural Gas (CNG) vehicles owned and operated by BJCTA. Equipment ranges from light to heavy duty vehicles.
 
Knowledge of:
 
  • Gas, diesel, electric and compressed natural gas (CNG) vehicle.
  • Perform routine maintenance and repair. Perform preventive maintenance services and inspections on vehicle fleet.
  • Diagnose and repair suspension on light to heavy duty vehicle.
  • Diagnose and repair air system such as air compressor, airbag, level valves, etc.
  • Diagnose and repair complex electrical, electronic, hydraulic and mechanical system.
  • Diagnose and repair A/C system on automotive and buses.
  • Diagnose and repair air brake, and hydraulic brake system.
  • Perform diagnostic on light to heavy duty vehicle using diagnostic equipment and programs such as (Cummins Insite, Allision, IDS, Wabco, Vansco, EMP, E-stroke, etc.).
  • Minimum of 2 years of automotive/diesel and CNG experience preferred.
  • Must have a valid driver licensed are required.

ASE in transit bus preferred, but not required.
 
Training will be available.
 
Note: We run three shifts: 1st is 7am to 3:30pm, 2nd is 3pm to 11:30pm, and 3rd is 11pm to 7am. These shifts are picked by seniority, so new employees may have to work weekends, evenings or night shift.

Service Attendant

Performs bus cleaning and fueling services. The schedule includes nights and weekends.

Job Description
Under general supervision, checks levels and dispenses fuels, cleans and services buses. Works shifts include nights and/or weekends.
Essential Duties & Responsibilities
 
  •  Fuels the fleet.
  •  Checks engine oil and coolant.
  •  Records quantities of liquids dispensed into the computer based fleet tracking software.
  •  Checks tire pressure of vehicles.
  •  Services vehicles, including scrubbing exteriors, mopping bus floors, cleans interiors (walls, seats and windows, spray for   insects).
  •  Cleans vehicular interiors to include driver’s compartment, walls, ceilings, windows, handrails, mirrors, seats, step wells,   and floors using appropriate equipment and chemicals.
  •  Removes gum, candy and other foreign materials from vehicular interiors.
  •  Vacuums and shampoos carpets.
  •  Assists in cleaning of work areas; assists in preparing cleaning materials.
  •  Reports damage, broken items, and upholstery defects on defect forms.
  •  Uses bloodborne pathogens protocols to sanitize exposed vehicular interiors.
  •  Responds to in-service vehicular interior cleaning situations via non-revenue.
  •  Fuels vehicle.
  •  Removes and replaces fare box vaults of buses and dumps contents into safes.
  •  Operates fork lifts and powered carts, as required.
  •  Maintains written record of bus mileage and cleaning log.
  •  Monitors operation of cleaning machines, and stops machines or notifies supervisors when malfunctions occur.
  •  Maintains regular and predictable attendance.

Customer Experience Manager

The Customer Experience Manager provides frontline support, assistance, and safety monitoring to enhance the rider experience on Max Transit.

Job Description

The Customer Experience Manager will support the Birmingham-Jefferson County Transit Authority through various duties including but not limited to greeting and assisting patrons, receiving complaints, monitoring safety conditions, identifying and assisting vulnerable and/or disabled individuals, encouraging courteous behavior, quality monitoring, training, and reporting incidents.

The Customer Experience Manager personnel will build relationships with Max Transit customers and employees and offer in-person support to riders that is geared to improving the everyday interactions that transit customers’ experience. May require work overtime, weekends, evenings, and/or holidays.
Essential Duties & Responsibilities

  • Rides MAX Transit Fixed-Route buses, Paratransit buses and Micro transit vehicles at designated times to monitor activities.
  • Greets public, engages conversation to identify needs, being careful to make an excellent first impression.
  • Interacts/engages with BJCTA personnel, the public, and others to establish an official presence and deter disruptive behavior from occurring within the BJCTA system.
  • Responds to customer inquiries regarding routes, schedules, fares, and other BJCTA services with complete information and recommendations of BJCTA products to meet customers’ needs.
  • Attend community and stakeholder meetings, including riders’ council.
  • Encourage riders to be courteous to others and follow the rules and common courtesies to make Max feel safe and comfortable for all riders.
  • Handles customer compliments, criticisms, and complaints equally with a calm and pleasant demeanor; attempts to address customer’s issues but recognizes when issues need to be elevated to the next level.
  • Coordinate directly with BJCTA Operations, System Security and Law Enforcement Departments to report and respond to any incidents or public safety issues.
  • Identify people experiencing homelessness, mental health crises, and addiction and communicate with the necessary field-based staff including the Max Foundation, BJCTA Security and Law Enforcement.
  • Observes and reports any type of suspicious activity and/or behavior to the appropriate personnel, requests assistance as necessary and appropriate.
  • Works with management to perform outreach within the community and participate in departmental efforts including informational presentations.
  • Provides various routine assistance to BJCTA personnel; fills out forms and writes basic reports; enters data into appropriate computer database or application.
  • Assists in training and quality efforts as needed for Customer Experience and Operations.
  • Serve as a significant, easily identifiable field-based presence.
  • Performs other duties similar in nature and level as assigned.
  • Attends mandatory meetings, as required.

Minimum Qualifications

  • Must be physically able to lift at minimum 40 pounds, drive a company vehicle to distribute bus schedules to outlet locations, malls and neighborhood community centers, when needed.
  • Knowledge of the city and the ability to read city maps. General knowledge of public information and public relations techniques.
  • General knowledge of the operation of a multi-line telephone system.
  • Ability to type 40 WPM and use Microsoft Office (MS Word, Excel, PowerPoint) and other standard office equipment.
  • Ability to learn new technology in the performance of essential job duties, as required.
  • Ability to communicate effectively with the public by telephone and in person, projecting a friendly voice while communicating with customers and/or visitor by telephone or in person.
  • Ability to establish and maintain harmonious working relationships with others.
