Senior Service Planner
JOB SUMMARY
The Senior Service Planner is responsible for the strategic design, evaluation, and continuous improvement of BJCTA’s transit services, including fixed route, micro transit, and paratransit. This position leads system-wide service planning initiatives, including route design, performance analysis and schedule coordination. This position ensures all routes and demands responsive services are efficient, reliable, and aligned with the agency’s operational goals, ridership demand, and community need, as well as integrating scheduling expertise with operational insight and planning acumen. The Senior Service Planner will lead service performance analysis, schedule development, and the coordination of planning initiatives that align with the organization’s mission to connect people to places.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Lead the design, evaluation, and modification of transit routes, schedules, and service plans to enhance system efficiency and rider experience.
- Develop and maintain service schedules, timetables, and run cuts using scheduling software.
- Develop service proposals, feasibility analyses, and recommendations for executive leadership, board presentations, and city officials.
- Analyze ridership, on-time performance, and service reliability using AVL, APC, farebox, and GIS data.
- Create service proposals, maps, and visual materials to support internal decisions and external communications.
- Coordinate with operations, safety, marketing, and customer service on service changes and implementation.
- Coordinate directly with the local union to review and discuss run structures, ensuring any proposed changes are in alignment with, or are clearly communicated regarding, potential contractual impacts.
- Conduct field reviews, public outreach, and stakeholder engagement to gather feedback and improve service design.
- Support Title VI equity analysis and reporting requirements in compliance with FTA guidelines.
- Serve as lead liaison for interagency coordination related to regional service integration and special projects.
- Provide guidance and oversight to planners or analysts as needed.
- Perform other duties as assigned in support of the Planning Division’s mission.

QUALIFICATIONS
Education: Bachelor’s degree in Urban Planning, Transportation Planning, Public Administration, Geography, or related field.
3–5 years of professional experience of progressively responsible experience in transit service planning, scheduling, or transportation operations.
Proficiency in planning tools such as Remix, ArcGIS, Excel, and scheduling platforms (e.g., Trapeze, Hastus, or Remix).
KNOWLEDGE, SKILLS AND ABILITIES
- Strong data analysis and visualization skills, including use of Excel, GIS, and scheduling tools., project management, and communication skills.
- Deep knowledge of transit service planning principles, scheduling integration, and performance analysis.
- Familiarity with FTA regulations, Title VI, ADA, and public sector service delivery standards.
- Excellent communication presentation, and stakeholder engagement skills.
- Strong analytical judgement and the ability to make recommendations based on data and operational context.
- Experience working in a fast-paced, cross-functional environment.
- Experience coordinating with labor unions and understanding of collective bargaining agreements is preferred.
- Strong communication and presentation skills, with the ability to effectively engage with executive leadership, board members, and public officials.
PHYSICAL REQUIREMENTS:
- Typical office environment with occasional fieldwork required.
- Must be able to sit or stand for extended periods.
- Must be able to travel throughout the service area and attend community meetings as needed.
