Planning Manager

JOB SUMMARY
The Planning Manager will lead a team of planners to develop and implement comprehensive transportation plans, schedules, and strategies. This role involves overseeing the efficient operation of transportation services, optimizing routes, ensuring timely schedules, and collaborating with stakeholders to enhance mobility and accessibility within the community.

ESSENTIAL JOB FUNCTIONS
1. Leadership and Management:
  • Lead a team of planners, schedulers, and analysts, providing guidance, mentoring, and performance management.
  • Coordinate team activities to ensure alignment with departmental goals and organizational objectives.

2. Transportation Planning:
  • Develop and implement short-term and long-term transportation plans that prioritize efficiency, safety, and accessibility.
  • Collaborate with urban planners, engineers, and stakeholders to integrate transportation plans with land use and transit-oriented development initiatives.

3. Route Optimization and Scheduling:
  • Oversee the development of optimized transportation routes, schedules, and service plans for various modes of transit (fixed route, microtransit, bus rapid transit, etc.).
  • Monitor and analyze route performance data to identify opportunities for improving efficiency, reducing travel times, and enhancing customer experience.

4. Data Analysis and Reporting:
  • Analyze transportation data, ridership patterns, and travel demand to inform decision-making and recommend adjustments to routes and schedules.
  • Prepare regular reports and presentations for management and stakeholders on key performance indicators, trends, and proposed improvements.

5. Stakeholder Engagement:
  • Collaborate with government agencies, transit authorities, community organizations, and residents to gather input and ensure that transportation plans align with community needs and expectations.
  • Address public feedback, concerns, and inquiries related to transportation services.

6. Budget and Resource Management:
  • Develop and manage budgets, allocating resources effectively to support transportation planning and scheduling activities.
  • Coordinate with procurement and finance departments to ensure efficient use of funds.

7. Technical Expertise:
  • Stay updated on industry best practices, emerging technologies, and innovations in transportation planning and scheduling.
  • Provide expertise and guidance to the team on complex transportation challenges.

8. Collaboration and Partnerships:
  • Collaborate with engineering teams to address infrastructure requirements, including transit stops, shelters, and terminals.
  • Form partnerships with technology providers and vendors to implement tools and systems that enhance transportation operations.

9. Compliance and Regulations:
  • Ensure that transportation plans, schedules, and operations comply with federal, state, and local regulations, including safety and accessibility standards.

SUPERVISORY RESPONSIBILITIES
Supervision: Departmental Staff

MINIMUM QUALIFICATIONS
Education: Bachelor's or master’s degree in Urban Planning, Transportation Planning, Civil Engineering, or a related field.

Experience: Proven experience in transportation planning, scheduling, or related roles, with at least 7 (seven) years in a leadership capacity.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong understanding of transportation systems, transit operations, and scheduling software.
  • Proficiency in data analysis tools and transportation modeling software.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to work collaboratively with diverse stakeholders and manage complex projects.
  • Knowledge of federal and state regulations governing transportation planning and operations.
  • Strong organizational skills and attention to detail.
