Planner II/Transit Planner

JOB SUMMARY
The Planner II/Transit Planner is responsible for supporting the planning, development, and execution of transit projects and services. This role involves assisting with long-term and short-term planning, conducting data analysis, preparing reports, and collaborating with internal and external stakeholders. The Planner II works closely with the Planning Manager to ensure transit operations align with community needs and the organizational objectives. 

ESSENTIAL DUTIES & RESPONSIBILITIES

Transit Planning & Analysis
  • Assist in developing, reviewing, and implementing transit plans, route schedules, and service adjustments.
  • Conduct ridership, demographic, and operational analyses to support decision-making and optimize service delivery.
  • Perform run cutting and rostering to develop efficient operator work schedules, ensuring compliance with labor agreements and operational requirements.
  • Coordinate and manage the operator pick process, ensuring that operators are assigned to their chosen runs based on seniority and operational needs.
  • Analyze and interpret data on transit operations, passenger surveys, and performance metrics to identify trends and recommend improvements.
  • Collaborate with the Planning Manager to develop and implement service adjustments based on data analysis, public feedback, and budgetary considerations.

Project Management
  • Coordinate transit-related projects from conception through execution, ensuring timelines and objectives are met.
  • Collaborate with cross-functional teams, and community stakeholders to support the implementation of new services or infrastructure.
  • Prepare and track project budgets, schedules, and key performance indicators (KPIs) to ensure alignment with strategic goals.

Stakeholders Engagement & Public Outreach
  • Engage with community members, transit riders, and stakeholders to gather input and feedback on transit services and development plans.
  • Assist in organizing public hearings, community workshops, and other outreach activities related to transit planning.
  • Respond to inquiries from elected officials, community groups, and the public regarding transit services and projects.

Policy & Strategic Planning
  • Participate in the development of short- and long-range transit plans and strategies that align with organizational goals and regional growth.
  • Assist in updating and maintaining the transit agency’s policies, including route optimization, fare policy, and environmental sustainability.

Collaboration & Teamwork

  • Work closely with the Planning Manager, Planner I/Scheduler, and other departments to ensure cohesive planning efforts.
  • Provide guidance and mentorship to junior planners or interns, contributing to team development and knowledge sharing.

EDUCATION
Education: Bachelor's degree in Urban Planning, Transportation Planning, Public Administration, or a related field.
Experience: 3-5 years of experience in transit planning, urban planning, or related fields. Prior experience in a public transit agency or government setting is preferred.

QUALIFICATIONS

Skills:
  • Strong understanding of transit planning principles, data analysis, and GIS software.
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and transit planning software/tools.
  • Excellent communication skills, both written and verbal.
  • Ability to manage multiple projects, meet deadlines, and work collaboratively.

Certifications
  • AICP (American Institute of Certified Planners) or equivalent certification is desirable but not required.
