Grants Manager

JOB SUMMARY
The Manager of Grants oversees the Authority’s federal grants and state awards programs. Coordinates and administers activities relating to the development and monitoring of compliance for all grant funding. In addition, this position is required to perform tasks in the following areas: projection of Federal Transit Administration (FTA) TA funding, oversight, and management of grants; communicate all financial related information and timely reporting to the Chief Financial Officer and the Chief Executive Officer as required; and ensure that internal or external communications, such as sub-recipient audits and contracts are disseminated timely. Ensures that all related policies and procedures within the Grants areas are updated appropriately. Coordinates with other managers and directors to ensure that any budgetary items are incorporated into any upcoming grant opportunities. Attends required workshops and network with peers to keep up with industry standards. Updates all required grant reports and closeouts in a timely manner as required by the FTA. Provide quality assurance to ensure compliance with FTA requirements. Provides any training necessary to other directors and/or employees associated with a grant(s) to ensure compliance.  

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Coordinates with the FTA to prepare grant applications, obtain funding approvals and prepare grant progress reports.
  • Administers FTA financial and project management requirements for approved projects.
  • Coordinates quarterly meetings with project managers to review progress on grants.
  • Provides leadership and coordination of the FTA Triennial Review, which includes reviewing and preparing written responses to the report, coordinating appropriate responses among departments, and providing critical documentation.
  • Controls expenditures on grants, overseeing and evaluating grant usage and developing methods to transfer money within grants to ensure full utilization of FTA money.
  • Develops, prepares, and submits grant revision amendments and close-outs to FTA.
  • Administers state award programs and works with project managers to ensure timely accounting and reporting.
  • Updates and executes capital transfers for local funding and sets up local funding awards in the accounting system as needed.
  • Prepares intergovernmental agreements for pass-through grant funds and generates funding reports.
  • Monitors departmental capital budgets, identifies problem areas, recommends solutions, and assists in identifying budget-reprogramming requirements.
  • Assures proper procedures and accountability of grant funds.
  • Ensures that all FTA grant requirements are met and all compliance issues are documented.

QUALIFICATIONS
Education: Bachelor’s Degree in Finance, Public Administration, Business Administration, or related field from an accredited college or university. A Master’s Degree in Finance, Public Administration, or Business Administration is preferred. Ten (10) years of progressively responsible experience in federal or state grant management and/or finance may be substituted for a four-year degree.

Experience: Seven years of verifiable grant, contract administration, and or procurement experience; preferably with a minimum of five years within a public transit environment. 
  1. Ability to plan, organize, and effectively present ideas and concepts to groups. Ability to assimilate information from a variety of sources, analyze information, and recommend courses of action to be taken. 
  2. Ability to establish and maintain effective working and public relations internally and externally. Ability to communicate effectively, orally, and in writing. 

KNOWLEDGE, SKILLS AND ABILITIES
  1. Grant development, projections, and management principles.
  2. FTA grant-making rules and regulations
  3. Federal, state, and local financial management regulations, rules, and guidelines as it relates to public agencies.
  4. Managerial accounting and financial practices relevant to public agencies.
  5. Project Management, accounting, finance, legal, and budgeting/ forecasting processes.
  6. Grant training opportunities
  7. General business practices, finance, accounting, and governmental funding principles.
  8. Leadership practices, conflict resolution, and mentoring principles.
  9. Supervisory and management responsibilities.
