Grants

The Grants Department safeguards federal funds and actively pursues funding opportunities that enable Birmingham Jefferson County Transit Authority (BJCTA) to deliver excellent transportation solutions and improve infrastructure across Birmingham. We manage the entire lifecycle of grants—from application to completion—ensuring compliance, accurate reporting, and steady progress toward our goals. Additionally, we collaborate with department heads to strengthen Disadvantaged Business Enterprise (DBE) participation in grant projects. We also monitor subrecipients and ensure adherence to financial reporting guidelines from various funding sources, making sure all grant administration and project management activities are accurate and timely.

Current Grant Programs

BJCTA secures various federal grants that are vital to maintaining and enhancing our public transportation services. These funding programs support key areas like fleet maintenance, equipment purchases, facility improvements, and the expansion of our infrastructure. Below are the primary grant programs we utilize:
Section 5307: Preventive Maintenance
This funding supports the maintenance of our fleet, ensuring vehicles remain in top condition. It also allows for the purchase of capital items or equipment critical to our operations.
Section 5339: Bus & Bus Facilities
This funding is dedicated to vehicle upgrades, enhancements to our maintenance facility, and the construction of new facilities to support BJCTA’s growth and service improvements.

Program of Projects:

The Program of Projects (POP) outlines how the Federal Transit Administration (FTA) formula funds are allocated within the Birmingham-Jefferson County area and specifies the projects funded through these allocations. The primary FTA formula funds utilized by BJCTA include the Section 5307 Urbanized Area Formula Program and the Section 5339 Bus and Bus Facilities Program. The POP complements the Regional Planning Commission’s Transportation Improvement Program (TIP), which details how federal transportation funds are programmed across the region. While the TIP provides an overview of suballocation amounts for these FTA formula funds, the POP offers detailed information on specific projects funded by BJCTA. As the Designated Recipient for the Birmingham urbanized area’s FTA formula fund apportionments, BJCTA is responsible for compiling and managing the POP information to ensure these funds are effectively applied to our projects.”
