JOB SUMMARY
Responsible for advancing the mission and goals of BJCTA by supporting the development of thoughtful and technically sound plans and projects. Scheduler/ Planner II will develop schedules, including run cutting, in accordance with the service improvement plans and the labor union agreement. This position will work in close conjunction with senior staff to assess routes, schedule efficiencies, productivity, and make suggestions for future service needs.

ESSENTIAL JOB FUNCTIONS
  1. Develops, maintains, and coordinates a variety of Transit Scheduling databases and data requirements. Responsible for the maintenance and deployment of General Transit Feed Specifications (GTFS) data.
  2. Create service boundaries for Demand Response services. The service assists riders whose origins and destinations are within 3/4 mile of the fixed-route system.
  3. Assists in the development of BJCTA’s Title VI Program and LEP program. Assists with Title VI analysis related to major service changes.
  4. Create and develop service maps for public schedules, and other service needs. Coordinates with the communications department on new route schedules, maps, and service change notices.
  5. Document and evaluate transportation project need and costs.
  6. Analyzes, evaluates, and prepares written comments on transportation studies, environmental impact reports, land use studies, and any documents or reports that are relevant to the Authority’s present and future operation.
  7. Develops the specifications for the runs and schedule building.
  8. Cuts runs prior to periodic “picks” such that labor union agreement provisions are met and the most efficient use of manpower and the most efficient use of revenue vehicles are employed.
  9. Gathers, tabulates, and analyzes, APC data, ridership counts, and schedule adherence data in accordance with the established Service Standards.
  10. Spends time on the road monitoring service and schedules in real-time.Track performance of fixed route service, micro-mobility, bus rapid transit, including on-time performance, ridership and other useful metrics and inputs.
  11. Performs advanced level analytical work in evaluating, planning, developing, preparing, and costingfor all phases of fixed route, micro-mobility, and bus rapid transit services.
  12. Participates in the planning of service modifications and improvements, mobility hubs,park and ride development and implementation.
  13. Analyzes route performance through the application of qualitative and quantitative performance standards. Develops maps and reports to support analysis.
  14. Assists in developing corridor-specific transit service plans including estimation of ridership and capital/operating costs.
  15. Provides planning data, including GIS data, to other departments. Ensure accurate data is integrated into the development of services changes and planning documents.
  16. Assists with the development and compilation of statistical reports for staff, management, and outside agencies.
  17. Assists with amenity-related planning projects, including bus stop consolidation, art in transit projects, and shelter deployment planning. Coordinate with local jurisdictions and other departments on amenities.
  18. Assists with planning activities associated with capital improvement projects including transit/intermodal center project development and environmental analysis. Assist in the evaluation of project costs and benefits, and development of project justification.
  19. Assists with local jurisdiction site plan review and develops recommendations on transit improvements for the site as it relates to bus stops, bus shelters or any other transit amenities.
  20. Monitors agency and public comments and policies with regard to plan development and integrate as appropriate into BJCTA’s plans.
  21. Ensures requested documentation and data are available to other agencies, and servicing cities.
  22. Prepare reports, maps, and presentations for internal and external audiences.
  23. Participate in internal and external meetings related to service planning.

Supervision: None.

MINIMUM QUALIFICATIONS
A minimum of a bachelor’s degree in transportation planning, land use planning, urban or regional planning, GIS, transportation forecast modeling, or other related fields which include analytical and quantitative methods is required.

Certificates, Licenses, Registration:
Current driver’s license.

Experience: Five years of progressive experience in a related field.

KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of the planning field, tools, concepts, and the use of planning best practices.
  2. Experience with transit and transportation planning processes including long-range planning, systems planning, land use policy, cost/benefit analysis, travel demand model data usage, and/or geospatial data analyses and data presentation.
  3. Communication skills, including strong writing and presentation skills.
  4. Ability to analyze complex data using GIS, databases, and spreadsheets
  5. Ability to work within a collaborative team environment and be comfortable providing assistance to multiple project managers.
  6. An ability to work across diverse departments and disciplines with respect, tact and professionalism is required.
