The MAX Transit 70/30 Plan

More access. More options. Better service.

Getting to work, school, healthcare appointments, and everyday destinations starts with transportation you can depend on.

MAX Transit’s 70/30 Plan combines fixed-route bus service with flexible MAX On-Demand rides to better meet the needs of riders across Birmingham and Jefferson County. The plan focuses resources on busy bus routes while using on-demand service to connect communities where a different transportation option can better serve riders.

What is the 70/30 Plan?

The 70/30 Plan is an approach to balancing traditional bus service with flexible, shared rides.

70%

Fixed-Route Service

Scheduled buses remain the foundation of the network, with resources focused on routes where riders need frequent, reliable service.

30%

MAX On-Demand

Shared rides within designated service zones provide a flexible option for reaching destinations and connecting with the broader transit network.

Together, these services help MAX match transportation options to the needs of each community.

Why is MAX making these changes?

Rider needs vary across our service area. Some bus routes serve high numbers of passengers, while others have fewer riders. Long waits and service reliability also affect how people reach the places they need to go.

The 70/30 Plan uses service data and rider feedback to guide changes, strengthen busy routes, and provide flexible transportation options in other areas.

What does this mean for riders?

More frequent buses

The plan aims to shorten waits on high-ridership routes by directing more resources to those services.

Flexible rides within your zone

MAX On-Demand allows riders to request shared transportation within designated service areas.

Better connections

The plan aims to improve connections between neighborhoods, transit hubs, and major travel corridors.

Support for mobility needs

Accessible transportation options help riders reach everyday destinations. MAX also provides paratransit service for eligible riders.
